looks a lot like a recycled cotton fabric, but cannot confirm. backside is typical a recycled look... front side shows a nice random neppy look.
it is a narrow width shuttle loom fabric, but not a standard clean edge you see traditionally.

shrinkage: A general expectation: for normal 3/1 fabrics in 100% cotton with a 30 degree home wash is 3-5% .. hotter or tumble dry can increase it. stretch fabrics 5-12% Looser weaves or special fabrics in 100% cotton can vary between 3-8%.
But if you want to be sure, make your own test before cutting.
